Ben joined the King’s Fund in 2015 as a project director, working for the Chief Executive and across the Fund, including on policy and supporting the NHS in developing new care models.

Before joining the Fund, Ben worked as a management consultant. He has advised central government and the national bodies on a wide range of issues including economic regulation, provider finance, the provider failure regime and new organisational models. He has also worked with large numbers of NHS purchasers and providers on strategic and operational challenges.

In his earlier career, Ben was a fast stream trainee and manager within central government and an advisor at the European Commission. He has academic training in industrial economics and business strategy.

Dan works in the policy team at the Fund, where his particular areas of interest include patient and staff experience and public perceptions of the NHS and social care system.

Before joining The King’s Fund in April 2017, Dan was Head of Insight and Feedback at NHS England. The Insight and Feedback team is responsible for the commissioning and running of a number of national surveys including the GP Patient Survey, the Cancer Patient Experience Survey and the Staff Survey. In addition, the team oversees the patient-reported outcomes measures (PROMs) programme as well as the implementation and development of the friends and family test.

Dan has also worked as Research Director at Ipsos MORI, specialising in public attitudes to the NHS and social care. He has a Masters in public health from the London School of Hygiene and Tropical Medicine.

David works in the policy team.

Before joining the Fund, David worked at the Department of Health as deputy director for health inequalities. He managed the Labour government's PSA target on health inequalities and the independent Marmot Review of inequalities in health. While in the Department he worked on many policy areas – including on diabetes, long-term conditions, dental health, waiting times, the pharmaceutical industry, childhood obesity and choice and competition – as an economic and strategy adviser. He has also worked at Guy's Hospital, King’s College London and the Centre for Health Economics in York where his focus was on the economics of public health and behaviours and incentives.

Dr Cath is the pseudonym for Dr. Catherine Heffernan who's been a registered Consultant in Public Health on the UK Public Health Register since 2009. After 4 years as a consultant in children's public health and interim director of public health, in 2013 she became the Principal Advisor for Commissioning Immunisations and Vaccination Services at Public Health England (London), advising the Director of Public Health and Primary Care Commissioning at NHS England (London). She's also a fellow of the Faculty of Public Health, a fellow of the Royal Statistical Society and holds an honorary associate professorship at London School of Hygiene and Tropical Medicine. Catherine is a clinical supervisor for GP trainees at NHS England (London) and an educational supervisor for public health registrars at Public Health England (London). She is also a professional appraiser on the PHE London Revalidation Programme and a Deputy Faculty Advisor for Faculty of Public Health.

Catherine has also been an expert committee member on NICE Quality Standards for Improving Vaccination Uptake in under 19s (2016) and a lay member/commissioner representative on NICE Guideline Committee for management of urinary incontinence and pelvic organ prolapse in women.

Catherine has written articles on public health topics for a number of magazines including C'llr (2007-2017), Public Health Matters and Public Health Today. She's also on the editorial board for Vaccines and Immunology Open Access Journal.

Helen became the accountable officer for the three CCGs in the Bradford District and Craven - Airedale, Wharfedale and Craven, Bradford City and Bradford Districts - in October 2016 having previously been in the same role for Bradford City and Districts CCGs since their establishment in 2013. In the last few years Helen has also undertaken interim roles with NHS England (director of CCG development) and with the Vale of York CCG (accountable officer). Helen has worked in Bradford since 1992 and was the deputy chief executive of the former Bradford and Airedale Teaching PCT. In 2010 Helen took a two year secondment with the Department of Health as programme director for primary care commissioning as part of the NHS Commissioning Board establishment team. As part of the new West Yorkshire and Harrogate Health and Care Partnership (ICS) Helen sits on the system leadership executive as well as leading the organisational development programme for the ICS and being lead AO for the West Yorkshire and Harrogate Mental Health Programme

The King’s Fund
Nicola is passionate about supporting individuals and organisations to improve the delivery of health and care services. She combines her organisational development skills with her health policy expertise.
Her career has encompassed the charitable sector, academia, central government and the private sector. In previous roles, she has led national Department of Health funded evaluation programmes, designed and delivered a range of post-graduate training and development programmes, and led complex national multi-site programmes.

Since joining the King’s Fund Nicola has focused her work on supporting and researching the delivery of more joined up care for people. She has a particular interest in the development of integrated care systems and is currently working with a range of different stakeholder groups to support the development of more place-based working. She recently co-authored The King’s Fund publication, A year of integrated care systems: reviewing the journey so far.

Nicola has a PhD in exploring the nature of organisational change secured by GP practices using local contracts, an MSc in Health Policy and Management and a BA. She also holds a range of post-graduate qualifications in dialogue, facilitation, coaching and action learning. Nicola has held non-executive roles in NHS organisations and has been a trustee of a national charity.

My goal is to span the understanding between academic and professional realms. I am an applied economist, research practitioner and teacher who uses economic methods in working alongside other
disciplines in the interests of building better health systems in the real world.

I have worked both in the NHS as a manager and consulted to various NHS bodies. I have also worked in the Australian and German health systems. As a former Associate Dean for Knowledge
Transfer I work with my clients in solving their actual problems and finding them the best possible solutions.

My early years were spent working at the Institute of Social and Economic Research,York for Alan Williams from whom I learned the art of 'working with what one has, not what one would necessarily
like' but in the most rigorous ways possible!

Richard joined The King's Fund in 2009 to lead on social care and work across the NHS and local government. He is a recognised national commentator and writer on social care reform, the funding of long-term care and the integration of health and social care. He led the Fund's work in supporting the Barker Commission on the future of health and social care.

A graduate of LSE, his professional background is social work, and over the past 35 years he has worked in a variety of roles, including as a director of social services and health authority chief executive (the first combined post in England) and in senior roles in the Department of Health. Richard is a non-executive director of Wye Valley NHS Trust and also a Visiting Professor at the University of Worcester, a columnist for the Local Government Chronicle, and a fellow of the RSA.

Ruth works in the policy team where she leads research projects on a wide range of NHS policy issues. Recently, these have included the development of clinical commissioning groups, the quest to get better value from the NHS budget and the impact of NHS financial pressures on patients.

Before returning to The King’s Fund in 2013, Ruth spent three years at the Commonwealth Fund in New York researching the implementation of the Affordable Care Act and its impact on the uninsured. She previously worked at The King’s Fund between 2006 and 2010, when she completed national evaluations of two of Labour’s major health system reforms: patient choice and practice-based commissioning. Earlier in her career Ruth worked as an analyst at the Commission for Health Improvement (a predecessor to the Care Quality Commission) and as a medical secretary at various NHS trusts.

Siva is chief analyst in the policy team, leading on projects covering NHS funding, finances, productivity and performance.

Before joining the Fund in 2017, Siva was head of analysis at NHS Providers – the membership body for NHS trusts and foundation trusts – where he led a team focused on NHS finances, workforce and informatics. Previously, he was an analyst in the Department of Health working on medicines policy and urgent and emergency care. Siva has been a governor of the Homerton University NHS Foundation Trust since October 2014.
